The governor of a nation can recruit someone to be the challenger of the nation, which can buy Challengers for territories of his nation. For buying a challange for an area the challenger ( or governor or vice governor) needs to talk to the Clan Member in the specific area. The challanger are expensive and cost around 5,000 Kamas. Also the Challenger engineer can't buy anything if the Treasurer has not given any goverment Kamas to spend.
